O presidente Michel Temer determinou que tropas federais protejam os prédios da Esplanada dos Ministérios. Há pouco, o ministro da Defesa, Raul Jungmann, informou, em breve pronunciamento, que tropas das Forças Armadas já estão posicionadas no Palácio do Planalto e no Itamaraty. Segundo o ministro, mais homens estão se deslocando para proteger os demais prédios da Esplanada, os ministérios e o Congresso Nacional.
De acordo com Jungmann, a medida foi necessária porque a marcha Ocupa Brasília, “prevista como pacífica, degringolou para a violência, desrespeito, ameaça às pessoas”. Não foi informado, no entanto, o total de militares deslocados na ação.
“O senhor presidente da República decretou, por solicitação do presidente da Câmara, Rodrigo Maia, uma ação de garantia da lei e da ordem. Nesse instante, tropas federais se encontram neste palácio e no Itamaraty. Logo mais, estão chegando tropas para assegurar que os prédios sejam mantidos incólumes”, disse o ministro no Palácio do Planalto.
“O presidente da República faz questão de ressaltar que é inaceitável a baderna, o descontrole. E que ele não permitirá que atos como esse venham a turbar um processo que se desenvolve de forma democrática e com respeito às instituições”, acrescentou Jungmann.
O ministro, após pronunciamento, destacou que a decisão presidencial se baseia no Artigo 142 da Constituição Federal. O artigo diz que “as Forças Armadas, constituídas pela Marinha, pelo Exército e pela Aeronáutica são instituições nacionais permanentes e regulares, organizadas com base na hierarquia e na disciplina, sob a autoridade suprema do Presidente da República, e destinam-se à defesa da Pátria, à garantia dos poderes constitucionais e, por iniciativa de qualquer destes, da lei e da ordem”.
De acordo com a assessoria de imprensa do Ministério da Defesa, a atuação das Forças Armadas se restringirá a área dos prédios dos ministérios e palácios, não irão atuar no gramado da Esplanada. Ainda não há um efetivo confirmado.
Em medidas semelhantes, as Forças Armadas foram convocadas para garantir a segurança em grandes eventos como a Copa das Confederações, em 2013, quando houve uma série de protestos no país; Jogos Olímpicos e Paralímpicos, no Rio de Janeiro. Além disso, atuaram em situações extremas, como durante a greve de policiais no Espírito Santo.
Desde o início da tarde, manifestantes protestam na Esplanada contra as reformas, pedem a saída de Temer e eleições diretas no país. A manifestação, chamada Ocupa Brasília, foi convocada por centrais sindicais.
Parte dos manifestantes tentou furar o bloqueio feito pela Polícia Militar para isolar o gramado em frente ao Congresso Nacional. Com isso, os policiais atiraram bombas de efeito moral para dispersar. Teve início um tumulto e um grupo de manifestantes, usando máscaras ou cobrindo o rosto, começou a quebrar vidraças dos ministérios, orelhões, paradas de ônibus e banheiros químicos.
Alguns ministérios, como o da Fazenda, foram evacuados e os funcionários tiveram de deixar o prédio, que foi cercado por policiais. Segundo relator, houve princípio de incêndio no local. O Ministério da Agricultura foi evacuado depois que manifestantes entraram no prédio e colocaram fogo no auditório. De acordo com a assessoria, foram quebrados os quadros da galeria de ex-ministros.
Feridos
Pelo menos cinco pessoas ficaram feridas no protesto. De acordo com a polícia, um manifestante foi atingido no rosto por um projétil. O homem foi socorrido por um médico que também participa do protesto e depois atendido pelo Corpo de Bombeiros e Samu. A Secretaria de Segurança Pública do Distrito Federal (SSP-DF) investiga o caso e não descarta que o ferido tenha sido atingido por arma de fogo.
A reportagem da Agência Brasil acompanhou outro atendimento, de um petroleiro de Macaé (RJ) que foi atingido por uma bomba de efeito moral. Uma repórter da TV Brasil foi atingida por estilhaços de bomba na perna, mas passa bem.
De acordo com a SSP, o Corpo de Bombeiros fez outros dois atendimentos, dentre eles o de um policial.
Segundo a Polícia Militar, cerca de 35 mil manifestantes estavam na Esplanada dos Ministérios às 15h30. Uma grande bandeira verde amarela era carregada por várias pessoas, ao lado de cartazes contrários ao presidente Temer.
Durante o tumulto, um grupo de manifestantes encapuzado atirou pedras em direção à tropa de choque, que reagiu com bombas de gás lacrimogêneo, de efeito moral e tiros de bala de borracha. O grupo usa banheiros químicos como barricada, sendo que em alguns foram ateados fogo.
De dois carros de som, algumas lideranças do protesto, incluindo deputados federais, pediam que os policiais reagisse apenas contra quem os estava provocando. “Parem de atirar contra todos os trabalhadores”, disseram. Nos discursos, os líderes sindicais fizeram um apelo para que ambulâncias atendessem os feridos e que as forças policiiais recuassem.
Confusão na Câmara
No plenário da Câmara, após chegar a notícia da determinação de Temer, parlamentares da oposição e da base do governo começaram a discutir. Maia, que não presidia a sessão, se dirigiu ao microfone da mesa do plenário e confirmou a solicitação a Temer. “A decisão tomada pelo governo tem relação com o que o governo entendeu como garantia da segurança dos manifestantes e outros que estão na Esplanada”.
Questionado por jornalistas, Maia disse que havia pedido a atuação da Força Nacional de Segurança, e não das Forças Armadas. “O momento é grave e, para garantir a segurança tanto dos manifestantes quanto daqueles que trabalham nos ministérios e no Congresso, eu fui ao presidente [Michel Temer] e conversei com ele, pois achava que era importante que a Força Nacional pudesse colaborar neste momento junto com a Polícia Militar.”
