Nos quatro primeiros meses do ano o governo do Espírito Santo o Caixa do Tesouro Estadual ficou R$ 22 milhões no vermelho. “O resultado de Caixa indica os recursos livres do Tesouro e, com a acentuada queda de receitas, acumulamos esse déficit ao final do mês de abril, frente a um superávit de R$ 97 milhões no mesmo período do ano passado, considerando as despesas sem empenho”, explicou a secretária de Estado da Fazenda, Ana Paula Vescovi, à Comissão de Finanças da Assembléia Legislativa do Espírito Santo nesta segunda-feira (16).
Para a secretária, esse resultado, que reflete o saldo orçamentário do Poder Executivo, excluídos os recursos vinculados, demonstra a necessidade de dar continuidade ao ajuste fiscal iniciado em 2015. O resultado primário, que é o conjunto do setor público estadual consolidado, expressa o saldo entre receitas e despesas não financeiras, e alcançou em abril de 2016 um resultado superavitário de R$ 290 milhões no acumulado do ano. Já o superávit orçamentário foi de R$ 437milhões, sendo R$ 219 milhões do fundo previdenciário dos servidores e o restante dos demais Poderes e fontes vinculadas.
A Receita de Caixa teve queda real de 13,3%, de janeiro a abril de 2016, em relação ao mesmo período de 2015. “A revisão do orçamento foi bastante acertada e contribuiu para dimensionar as ações de ajuste empreendidas pelos diversos órgãos do governo,” destaca a secretária de Fazenda. Ana Paula afirma também que, ainda com todo o esforço empreendido pelo governo, a frustração de receitas alcançou R$ 169 milhões até abril e as rendas do petróleo continuam sendo o item de maior recuo, acompanhadas pela perda de dois dígitos nas transferências federais.
Nos gastos no Poder Executivo, a queda foi de -3,3%, nominal, e nas despesas correntes, a redução foi de -9,9%. A disciplina com os gastos do Poder Executivo se mantém por meio de algumas ações empreendidas pelo Governo do Estado: decreto de contenção de gastos, mantida a suspensão de despesas supérfluas e o congelamento de cargos vagos, reprogramação do orçamento e revisão de contratos.

Com o corte de três mil cargos comissionados e em Designação Temporária (DT) no ano de 2015, o Governo do Estado conseguiu segurar o aumento na folha de salários. Porém, a Despesa de Pessoal em relação à Receita Corrente Líquida (RCL) do Estado continua acima do limite de alerta desde o segundo quadrimestre de 2014. Em abril deste ano, a despesa com pessoal alcançou 45,09% no conceito do Tribunal de Contas do Espírito Santo (TCEES), ultrapassando o estipulado pela lei, que é de 44,10%.
Nota B no Tesouro Nacional
A Secretaria do Tesouro Nacional (STN) divulgou na última semana o Boletim de Finanças Públicas dos Estados. O Espírito Santo foi avaliado com nota B, demonstrando que o ajuste fiscal realizado no Estado foi fundamental para o equilíbrio do caixa. Com as medidas de contenção de despesas e eficiência na arrecadação tributária, foi possível alcançar um ajuste de R$ 1,6 bilhão. “As informações divulgadas pela STN comprovam o diagnóstico feito pelo Governo do Estado no início de 2015,” afirma Ana Paula Vescovi.
