A Petrobras anunciou para esta terça (05) um novo aumento da gasolina de 3,3% e do diesel de 0,1%. Nos últimos reajustes consecutivos, a gasolina acumulou acréscimo de preço de 11,2% desde o dia 31 de agosto e o diesel ficou 8,94% mais caro desde o dia 29.
O aumento é nas refinarias e está de acordo com a nova política de preços da estatal, que utiliza como base “o preço de paridade de importação, que representa a alternativa de suprimento oferecido pelos principais concorrentes para o mercado – importação do produto”.
Após dois meses em vigor da nova política de reajuste do preço dos combustíveis, a Petrobras avaliou como positiva a mudança implantada em 3 de julho, com aumentos ou reduções quase diários da gasolina e do óleo diesel.
Em reunião na semana passada, o Grupo Executivo de Mercado e Preços (Gemp) da Petrobras disse que “os ajustes promovidos têm sido suficientes para garantir a aderência dos preços praticados pela companhia às volatilidades dos mercados de derivados e ao câmbio”.
Segundo a estatal, durante o mês de agosto os ajustes acumulados foram de +3,4% na gasolina e de +2,2% no diesel, até o dia 29 último. Em julho, na avaliação feita até o dia 27, os ajustes acumulados foram de 4,7% no diesel e de – 0,6 % na gasolina.
Para o consultor Adriano Pires, sócio-fundador e diretor do Centro Brasileiro de Infra Estrutura (Cbie), a política de ajustes é positiva para a empresa, que, segundo ele, tem conseguido diminuir a capacidade ociosa das refinarias e reconquistar mercado na venda de gasolina e de diesel no país.
“Acho que a política está tendo sucesso, as empresas que importavam estão tendo que ter muito mais cuidado na importação, porque a importação às vezes demora, o prazo da chegada do produto no Brasil é de uns 30 dias, e em 30 dias a Petrobras pode ter feito 30 reajustes, para baixo ou para cima, no preço da gasolina. Então, agora, as distribuidoras/importadoras de gasolina e óleo diesel têm que prestar muita atenção no estoque dos produtos. Porque antes olhavam muito só a questão do preço”.
Do ponto de vista da sociedade, Pires considera uma boa política porque os reajustes diários banalizam os aumentos ou reduções e “tiram a gasolina e o diesel da primeira página do jornal. A gente tinha uma cultura no Brasil de achar que preço de gasolina e diesel é diferente do preço do leite, do arroz, do feijão, e sempre ficava aquela expectativa, quando é que vai anunciar o aumento da gasolina, o aumento do diesel, daí dava primeira página do jornal e o cara aumentava o pão na padaria, o refrigerante e a cachaça no mercado”, argumentou.
Controle da inflação
Segundo ele, anteriormente os reajustes eram feitos “para controlar a inflação, aumentar a arrecadação ou ajudar os candidatos apoiados pelo governo de plantão a ganharem as eleições”.
Já o presidente da Associação dos Engenheiros da Petrobras (Aepet), Felipe Coutinho, afirmou que a nova política não diminuiu a ociosidade das refinarias, nem fez a empresa reconquistar mercado.
“Na verdade, através da política de preço da Petrobras, a gente está entregando o mercado brasileiro para os importadores. Você pode verificar isso tanto na ociosidade das refinarias quanto nos dados de importação de derivados. Com essa política de preços, a Petrobras aumentou o preço nas refinarias. E quando reajustou o seu preço nas refinarias, ela viabilizou a importação por terceiros. Isso é o mesmo que entregar o mercado brasileiro para os concorrentes”, explicou.
Coutinho discorda que os combustíveis possam ser considerados como as outras commodities (mercadorias com preços em dólar). Segundo ele, “a qualidade de vida das pessoas está ligada à intensidade energética do seu consumo”.
“A energia é o que movimenta a economia, é o que movimenta a indústria, é o que faz com que as mercadorias e as pessoas circulem. Então, quando você tem preço da energia alto, você torna toda a economia menos produtiva. E essa improdutividade da economia impacta nas condições de vida da população. Quando você consegue ter uma economia com os custos de energia mais baixos, ela fica mais competitiva e as pessoas podem consumir mais”, opinou.
O engenheiro lembra também da importância do preço da energia para a economia interna ser capaz de competir internacionalmente e no caráter estratégico e militar.
“Você tratar a questão da energia, do petróleo, como se fosse uma mercadoria qualquer e fosse substituível, isso é uma falácia. Isso não é feito pelos principais países. Pelo contrário, se trata a questão da soberania energética, assim como a soberania alimentar, como uma questão vital para o interesse nacional. Quando você trata, no Brasil, o petróleo brasileiro como se fosse uma mercadoria qualquer, na verdade você está favorecendo os interesses estrangeiros que querem se apropriar do petróleo, e que não tratam o petróleo dessa forma”, finalizou.
