Depois de três horas de reunião, o ministro da Fazenda, Henrique Meirelles, e representantes de 25 estados chegaram a um acordo para refinanciar a dívida das unidades da Federação. Os estados e o Distrito Federal terão carência de seis meses nas parcelas até dezembro. A partir de janeiro, as prestações terão descontos, que serão progressivamente reduzidos até julho de 2018.
Com o acordo, os estados terão 100% de desconto nas parcelas de julho até dezembro. A partir de janeiro, o desconto cai para dez pontos percentuais a cada dois meses, até ser zerado em julho de 2018, quando os estados voltarão a pagar o valor integral das prestações.
Os 11 estados que conseguiram liminares no Supremo Tribunal Federal para corrigir as dívidas por juros simples (somados ao estoque da dívida) aceitaram desistir das ações na Justiça e voltarão a pagar as parcelas corrigidas por juros compostos (multiplicado ao estoque da dívida). O que os estados deixaram de pagar à União nos quase três meses em que vigoraram as liminares será quitado em 24 vezes a partir do próximo mês.
Simbologia
O acordo foi fechado em reunião entre Meirelles, 18 governadores, quatro vice-governadores e três secretários de Fazenda. No momento, os representantes dos estados estão no Palácio do Planalto para uma reunião com o presidente interino, Michel Temer, e com o presidente do Senado, Renan Calheiros.
O governador em exercício do Rio de Janeiro, Francisco Dornelles, saiu do encontro sem falar com a imprensa. Na sexta-feira (17), o estado decretou situação de calamidade nas finanças.
“Nós demos um passo muito importante para a retomada do desenvolvimento econômico. Nós tínhamos que virar essa página. A proposta aceita pela equipe econômica atende aos governadores. Isso significará um alívio para os estados, que poderão usar esses recursos para o pagamento de servidores, para custeio da máquina e até para novos investimentos”, afirmou o governador do Distrito Federal, Rodrigo Rollemberg.
“Nós tivemos ganhos parciais, mas o entendimento é uma simbologia no momento do país. Ele equilibra as contas dos estados com contrapartidas que, no longo prazo, permitem a correção dos limites das despesas. Nós adquirimos as condições de cumprir a Lei de Responsabilidade Fiscal”, disse o governador de Santa Catarina, Raimundo Colombo.
Primeiro estado a conseguir liminar que determinava a correção da dívida por juros simples, Santa Catarina reivindicava ainda que a mudança do indexador da dívida dos estados, que entrou em vigor este ano, retroagisse às parcelas pagas desde a renegociação entre os estados e a União no fim do anos 1990.
Mais cedo, o Ministério da Fazenda tinha feito outra proposta aos governadores, que previa carência apenas por dois meses. As parcelas teriam desconto de 100% a partir de julho e o abatimento cairia gradualmente a cada bimestre até baixar para 40% em julho do ano que vem.
No segundo semestre de 2017, o valor das prestações ficaria estável, mas voltaria a subir em janeiro do ano seguinte, até o desconto ser zerado e os estados voltarem a pagar o valor integral das parcelas em julho de 2018.
A primeira proposta da equipe econômica foi apresentada pela secretária do Tesouro Nacional, Ana Paula Vescovi, aos governadores e aos demais representantes dos estados em reunião na residência oficial do governador do Distrito Federal, Rodrigo Rollemberg, na manhã de hoje.
Antes do encontro no Ministério da Fazanda, o governador de Goiás, Marconi Perillo, havia informado que os estados trabalhariam para conseguir carência de 24 meses nas parcelas.
