Investimento público federal em transportes caiu 6,1% em seis anos, mostra EPL

O investimento público federal em transportes caiu de R$ 19,7 bilhões em 2010 para R$ 18,5 bilhões em 2016, um recuo de 6,1% em seis anos. Quando levado em conta o investimento total, com público somado ao privado, o montante aplicado aumentou 26,5% entre 2010 e 2016.

O investimento privado feito em concessões foi o que mais cresceu no período, passando de R$ 4,2 bilhões em 2010 para R$ 9,8 bilhões no ano passado, ou seja, uma elevação de 133,3%.

As informações estão no Anuário Estatístico dos Transportes, documento da Empresa de Planejamento e Logística (EPL) e do Ministério dos Transportes, Portos e Aviação Civil com informações sobre os sistemas e a infraestrutura de transportes em geral no Brasil. O objetivo do anuário é ajudar na formulação de políticas públicas e na tomada de decisões sobre o setor.

O diretor-presidente da EPL, José Carlos Medaglia Filho, ressalta que a partir de 2010 a soma do investimento público e privado no setor de transportes parou de crescer e se estabilizou. A partir de 2015, houve redução. O principal fator para a queda, segundo ele, foi a redução do investimento público.

“A queda no investimento total no ano de 2015 só não foi maior porque houve aumento do investimento privado no mesmo período, ganhando relevância para a sustentação dos investimentos em infraestrutura de transportes”, analisou Medaglia.

Atração de investimentos

Em 2016, segundo diretor-presidente da EPL, o investimento público mostrou pequena recuperação – crescendo 0,61% na comparação com 2015 – e o privado, por sua vez, teve queda de 19,3%, em uma reversão de tendência em relação ao ano anterior. O motivo do recuo do investimento privado, de acordo com Medaglia, foi a incerteza quanto ao retorno financeiro dos investimentos somada à recessão.

“Os interesses do setor privado, aliados ao delicado momento porque passa a conjuntura econômica nacional foram, no ano de 2016, os grandes inibidores do investimento no setor”, afirmou. Segundo ele, o governo está trabalhando para o tornar o investimento mais atrativo para os empresários.

“Para 2017, o cenário se configura de forma mais otimista. O Poder Público está empenhado em dar mais celeridade aos projetos de infraestrutura. O Programa de Parcerias de Investimentos [PPI] traz profundas mudanças na política do governo para investimento, sinalizando um movimento [em direção] à privatização da infraestrutura logística do país”, afirmou.

Segundo Medaglia, em 2017 já foram licitados sete empreendimentos: quatro aeroportos (Fortaleza, Salvador, Porto Alegre e Florianópolis) e três terminais portuários (terminal de trigo no Rio de Janeiro e dois terminais de combustíveis em Santarém, no Pará).

Medaglia destacou também que o governo federal publicou neste mês a lei que trata das diretrizes gerais para prorrogação e relicitação dos contratos de parceria de rodovias, ferrovias e portos. A legislação é originária da Medida Provisória (MP) 752, editada em novembro de 2016.
