O Ministério Público do Estado do Espírito Santo (MPES) deflagrou nesta quinta (31) a segunda fase da Operação “Varredura” nos municípios de Ponto Belo, São Gabriel da Palha e Baixo Guandu. Estão sendo cumpridos cinco mandados de buscas e apreensões, cinco mandados de conduções coercitivas e dois mandados de prisões preventivas, através do Grupo Especial de Combate ao Crime Organizado (Gaeco Norte) e da Promotoria de Justiça de Mucurici, com participação e apoio do Núcleo de Inteligência da Assessoria Militar do MPES.
Os mandados foram deferidos pelo Juízo de Mucurici e estão sendo cumpridos com o objetivo de apreender documentos, computadores, mídias e outros equipamentos e materiais e coibir novos delitos, visando apurar a prática, em tese, de crimes de corrupção ativa e passiva, peculato, formação de quadrilha, fraude à licitação, tráfico de influência, dentre outros.
As investigações estão sendo conduzidas por cinco promotores de Justiça, com participação e apoio de 18 Policiais do Núcleo de Inteligência da Assessoria Militar do MPES, além de outros servidores. As diligências estão transcorrendo de forma tranquila e sem incidentes.
Após o cumprimento dos mandados os membros do MPES passarão a analisar os documentos e dados apreendidos e tomarão declarações dos investigados, testemunhas e informantes.
Varredura
O nome da operação é uma referência à necessidade de varrer a corrupção no setor de coleta e tratamento de resíduos sólidos em municípios do Estado.
A primeira fase da operação aconteceu no dia 29 de agosto nos municípios de São Mateus, Jaguaré, São Gabriel da Palha e Vila Velha.
A investigação começou em meados 2016 e envolve contratos emergenciais, no total de cerca de R$ 60 milhões, para a coleta de resíduos sólidos e foram assinados pelo município de São Mateus com três empresas. Os contratos datam de 2013 e 2014, com vigência até o início deste ano.
Durante as investigações, foram identificados direcionamentos de licitações para que determinadas empresas assinassem contratos emergenciais. Há indícios de que as empresas combinavam quais delas sairiam vencedoras dos certames em determinadas áreas do Estado. Verificou-se também ações para reduzir o caráter competitivo de certas licitações, como a inclusão de cláusulas específicas em editais para beneficiarem certos concorrentes nos processos licitatórios. Esses contratos emergenciais foram feitos em outros municípios e também poderão ser investigados futuramente.
