A Associação Pestalozzi da Serra vai oferecer, a partir deste mês, o dobro de vagas para atendimento de terapia ocupacional e fisioterapia para reabilitação de pessoas com deficiência ou dificuldades de locomoção. O serviço, oferecido gratuitamente em parceria com o Sistema Único de Saúde (SUS), ganhou novos equipamentos de fisioterapia, incluindo ferramentas a laser e corrente galvânica, mais modernas, e a contratação de novos profissionais, incluindo um neurologista. A Pestalozzi, que atualmente realiza cerca de 600 atendimentos por mês, deve aumentar a capacidade para até 1.200 procedimentos por mês.
As melhorias incluem também a aquisição de aparelhos para diagnóstico de perda auditiva, como o teste da orelhinha e o Bera, mais detalhado, os únicos disponíveis no município. O investimento é fruto de um repasse de R$ 400 mil feito pela Vale e outras empresas, através do Programa Nacional de Apoio à Atenção da Saúde da Pessoa com Deficiência (PRONAS/PCD), uma lei de incentivo fiscal. “Esse foi o primeiro projeto que apresentamos para ter acesso aos recursos incentivados, após passar por um processo de habilitação. É uma atividade que exige profissionalização das entidades, pois há vários prazos e exigências a serem cumpridos para poder ter acesso ao recurso”, destaca o gerente administrativo da Pestalozzi, Marco Antônio Martão.
Para ter acesso ao serviço é necessário ser morador da Serra e ser encaminhado pelas Unidades de Saúde. A Pestalozzi atende pessoas de qualquer faixa etária que tenham deficiência permanente ou alguma restrição temporária com sequelas motoras.
Organizações sociais são capacitadas
Por meio de iniciativas que visam à capacitação das instituições sociais, a Vale vem estimulando que as organizações do terceiro setor diversifiquem suas fontes de captação de recursos e apontando que as leis de incentivo fiscal podem ser uma oportunidade interessante para o financiamento de projetos. “Temos algumas leis de incentivo fiscal recentes, como o Pronon e o Pronas/PCD, e o caminho para ter acesso a esses recursos é desconhecido por muitos. Dessa forma, capacitamos as instituições e ofertamos um acompanhamento próximo, orientando no processo de credenciamento, elaboração dos projetos, gerenciamento e sobre as peculiaridades de cada lei. Além de contribuir com as instituições, ao aderir às leis de incentivo fiscal, contribuímos para que os recursos sejam investidos nos territórios onde estamos inseridos”, destaca o gerente de Relações com Comunidades da Vale, Daniel Rocha Pereira.
Com a devida orientação, as instituições podem ter acesso aos recursos oriundos de Leis de Incentivo Fiscal que, dependendo da área de apoio, são repassados diretamente para as instituições, para o financiamento de projetos específicos, ou para fundos de captação. As leis de Incentivo ao Esporte, de Incentivo à Cultura (Rouanet), o Pronon (Programa Nacional de Apoio à Atenção Oncológica) e o Pronas/PCD (Programa Nacional de Apoio à Pessoa com Deficiência) permitem a captação direta junto aos doadores, que podem ser pessoas físicas ou jurídicas, desde que as instituições sejam credenciadas e tenham seus projetos aprovados no referido ministério de cada área de atuação. Os recursos também podem ser repassados para o Fundo para a Infância e a Adolescência e para o Fundo do Idoso. Nesses casos, o uso do recurso é deliberado e gerido pelos Conselhos dos Direitos da Criança e do Adolescente e Idoso, respectivamente. Só em 2016, a Vale destinou cerca de R$ 1,5 milhão para fundos municipais e projetos desenvolvidos nos municípios de Vitória, Vila Velha, Serra e Cariacica.

O Programa Nacional de Apoio à Atenção da Saúde da Pessoa com Deficiência (PRONAS/PCD) e o Programa Nacional de Apoio à Atenção Oncológica (Pronon) são leis de incentivo fiscal, implantadas pelo Ministério da Saúde, para incentivar ações e serviços desenvolvidos por entidades, associações e fundações privadas sem fins lucrativos para atendimento a pessoas com deficiência, quem está em tratamento oncológico ou está acompanhando pacientes com câncer. Para a captação de recursos, as instituições que realizam ações e serviços de atenção às pessoas com deficiência ou na área oncológica, precisam efetuar o credenciamento no Ministério da Saúde e posteriormente enviar um projeto, para então receber o apoio das empresas.
