A criação de um documento que reúne dados biométricos e civis — como Registro Geral (RG), Cadastro de Pessoa Física (CPF) e título de eleitor — é um dos destaques da pauta do Senado para a semana. O projeto que cria o Documento de Identificação Nacional (DIN) está na pauta do Plenário em regime de urgência. Se aprovado sem mudanças, seguirá para a sanção presidencial. O Projeto de Lei da Câmara (PLC) 19/2017, do Executivo, prevê que o DIN dispensará a apresentação dos documentos que lhe deram origem ou nele mencionados e será emitido pela Justiça Eleitoral. O documento será impresso pela Casa da Moeda, terá validade em todo o território nacional e a primeira emissão será gratuita, como já ocorre com o RG. Já os documentos emitidos pelas entidades de classe somente serão validados se atenderem os requisitos de biometria e de fotografia conforme o padrão do DIN. Conforme o texto, o DIN será emitido com base na Identificação Civil Nacional (ICN), criada pelo projeto com o objetivo de juntar informações de identificação do cidadão. A nova base de dados será gerida pelo Tribunal Superior Eleitoral (TSE), que garantirá o acesso à União, aos estados, aos municípios e ao Poder Legislativo. A integração da ICN ocorrerá ainda com os registros biométricos das polícias Federal e civil.
